TSAHC Down Payment Assistance?

Texas State Affordable Housing Corporation has a loan program (that shows I am eligible for) called the Home Sweet Texas Home Loan Program which grants 3-5% down payment assistance. Also as a first time home buyer I am eligible for the Mortgage Credit Certificate which is a $2000 credit on my taxes. My plan is to find a home that I can build equity in, refinance when I can qualify for a conventional loan and eventually turn it into a future rental property and hopefully move onto my next project. This will be my first house purchase so I'm trying to make sure I do all of my homework.

My questions are...

1. Does anyone know about or have experience with TSAHC?

2. Is there another program that you know of that is better than TSAHC?

3. Does this look like a good plan to start my real estate journey?
