Tax property Birmingham also through foreclosure. Help!

I have a virtual anomaly that I need advice and expertise. I stumbled upon a property that went through foreclosure Nov 2016. However it's been in the tax sale since 2009 in Jefferson County Alabama. BUT....this house was built in 2004. The county property tax records do not show a house was ever built. It's passed the 3 year ROR. Is it safe to assume that if I buy it, the only thing else would be to get it quiet titled via a lawyer to resell with a warranty deed.  Any and ALL input appreciated.
