FHA + personal note to seller.

HI,

I'm interested in a property 3/4 bdrooms 2 bath brick. market value is low end $65K Seller wants $55K. My partner can qualify for $50K FHA, They cannot use my income because I am self employed and do not have a 2 year history yet. So if FHA will do the $50K, can I go to the seller -provide a personal note on the rest (as my debt will not be on FHA docs). Does FHA need to know?
