What determines property Taxes?

In the same area, amongst similar houses on Redfin, I see ones that have taxes that range from $287.73 per year to some with thousands per year. 

The 287.73 is a one story house with a lot size of 3,101 square feet, while most others with taxes in the thousands are multi unit apartment buildings but with similar lot sizes.

What determines property taxes?
