Understanding Delayed Financing Exemption

Hello All 

I'm looking for more information on the delayed financing exemption in regards to the BRRRR strategy. Does this apply across the board in all states or do some states not honor this rule? I'm in the Oregon and Washington markets so I'm really trying to understand this exemption and if its available here. Any advice helps.
