Question About Flipping in Boulder

I’m a partner on a flip house in unincorporated Boulder County, and I’ve heard that inspections/surveys are performed by the county for all home sales. Is this true? If so, what is the reasoning behind this process? I’ve done other rentals and flips in Iowa and never had to have anybody on site other than for inspections on permitted work.
