Uses of floodway properties?

Hello everyone, 
      I have seen an unrestricted land at a great price; unfortunately it is in a floodway. I am wondering if any residential can be built with special permits. How else can the lot be used? The property is located in Houston TX. Thank you for your answers.

Floodway land is typically unbuildable. That's why it's listed at "a great price."

To be sure, you'd need to contact the appropriate building department and give them the address.
