What is the process involved with subdividing property

In the process of looking for an investment property my husband and I found a home that we absolutely love for ourselves. The property is on 3.8 acres. We would like to buy with the option of subdividing out 2 1/2 of the acres. I have no knowledge or understanding of what to expect or even what questions to ask. I did speak to our city planning and zoning and the property can be subdivided. In fact, the current owners have already started the process but for whatever reason didn't continue it. What can I expect with the process? What are questions to ask the planning be zoning? I want to make an informed decision before purchasing the property but I'm feeling a bit overwhelmed by the process.
