rat infestation next door - now moved to mine

I've owned this house for 7 or 8 years and never had a problem. 

About 4-5 months ago my tenant complaint that she's seen a rat in the house. I got her some traps. Well, it escalated and there were many more. I had exterminator out and closed everything up outside the house and was catching them inside. Tenants finally moved out and turned the house over to me yesterday. 

This all started happening at the same time as the long vacant house next door was bought. The new owner lives in an RV in the back yard and has her dogs supposedly in the house (and cages in the back yard) until she gets the money together to renovate it. I saw her shortly after her buying and asked her if she had any rats on her property, because we suddenly saw them all over. She said 'no' there were none. 

Well, even after the exterminator closed everything, those rats have continued to chew new holes. Even have a huge hole in the yard, that seems to lead back under my house. 

Looking at the neighbor's front porch, there are about 10 huge rats frolicking. Coming in and out of a big bag of dog food, crawling in an out of straw bales that she has piled up. 

I called code enforcement, but what else can I do? The exterminator is coming back on Saturday, but because her dogs seem to keep her rats out of the house now, I'm the target. 

Last night we put out glue traps and we caught 3 and we'll do the same tonight and Friday night. But it seems that they keep chewing their way in in new spots. 

What would you do?
