Evaluating Homes with Extra Non-Permitted Rooms

Hi Everyone. Im Fairly new at investing in Real Estate. I have one deal im about to close. I have a question. Alot of the properties Im looking at are converted home (Example: 1bed/1bath converted to a 3bed/1Bath) WITHOUT PERMITS. How Do you evaluate these types of homes when flipping? Do you determine ARV by looking at 3bedroom Homes? Do you work on getting these extra rooms permitted? I appreciate your help so that I can make better educated offers. Thanks
