Cities good for cash-positive small multifamily properties

Hi, BP-ers!  I am in CA and help clients buy out of state, cash positive rentals.  One particular client wants to own a four-plex to ten-plex in one of the following cities. He will get a loan when he finds the right property. Can you folks tell me what you foresee for these places? Appreciation, cash-flowing rentals, easy to find management, etc? I've researched many cities but not these:

Salem, Oregon

Bend, Oregon

Savannah, Georgia

Greenville, South Carolina

College Station, TX

Spokane, Washington

Tacoma Washington
