Buying Tornado Damaged Home?

Someone in my area (an older man who can't do repairs) is selling a tornado damaged 2 unit for a really good price. It looks like just one section had a tree come down on one section but considering what I have seen from this storm, the damage looks really minor.

Now we went through our insurance for damage on our own home but how would buying something like that work? I feel like people in this area have gotten properties under contract and then got the seller to file through insurance the repairs and then closed on it. I assume this is not exactly legal but is there a legal way to go about this? Or would it just be you're buying a damaged property, end of story and get it fixed up yourself?
