Tenant trouble, please offer advice!

So I own a duplex and the two tenants do not get all at all. One tenant is the issue, the other is not. The trouble maker tenant owns a car that she parks in the car port, the other tenant does not own a car, but the carport is directly in front of his unit. He would like the carport light to stay on all night (which I agree) to try to dissuade people from coming by. The tenant with the car wants the light off because she feels it will attract unwanted people and make it easy for them to look inside her vehicle. I tend to feel that lights keep people away, not attract them. I believe the light on the carport is connected to the electricity of the tenant with the car, who doesn't want the light on.

So this is my predicament. What can I or should I do? I would like it on. Do I offer to discount her rent $5 each month in order to keep the light on? Do I need to find statistics that back up my thoughts on keeping the light on? Thank you for any suggestions.

Are you going to play therapist/mediator/cop for every dispute between these tenants? Stay out of it. The guy with the switch controls the light. If its common property and you are paying that bill, its up to you. If it belongs to one tenant its their choice.
