Do we buy the duplex or not?

Hello suggestions needed! We are shopping for an investment property. There is a duplex located in a B class neighborhood but a rundown area. The duplex is next to an industrial site used by a recycle and construction company. The bathroom is in the basement and kitchen and living room in the first floor. Two bedrooms are in third floor. One wall of the basement is tilted a little bit but already settled. The recycle company has a back gate close to the duplex. Some times they use the gate to transport materials. (Probably once a month). The property may need minor repairs. Two sides have been occupied with one year lease. The cash flow is about $200 per door. The concerns we have are the recycle site and the cost for future repairing and fixing. We need to make this decision asap (better be today) Any input is valuable to us. Thanks a lot.
