Property in San Francisco.

I live as a tennant in SF and the landlord will be transitioning the property to his kids. His kids want to sell the house, yet they don't know the condition of the property. I have lived here for 8 years and the place is completely falling apart, ie electrical, plumbing, black mold, etc.   They have proposed $3mm to my neighbor, but the place is probably worth closer to $2mm and needs about 300k of work.

Im debating putting an offer down. Any suggestions on what I can do to relay information about the condition of the property?  Should I get an adjuster to come assess the property?

Thank you in advance for any insight.
