Keansburg in Monmouth county Jersey

Dear investors!

I am looking for your expertise advise...to hold and rent.

Found a 2 fam property in Keansburg, NJ. This town was hit hard with Sandy. Also i am reading that it regularly gets floods too.

This property was also hit but the owners since have fixed it up. They never raised it according to FEMA regulations, but they are claiming that it did not have to be. I believe them since both apartments have been legally rented under Section 8.

The question is whether the township or FEMA could still at the latter time require the property to be raised?

The financials on paper definitely make a lot of sense for investment. 

There are other few options in the town that make sense for renting but there must be a reason why there are so many options in this town while not so many around it.

Also, I have been hearing that the township there isnt very easy to deal with. Please share your thoughts.
