Utilities turned off 4 months before closing

The sellers let utilities get disconnected for non payment. Home vacant for 5 months during heavy rainy season and very high spring and summer humidity. I'm worried about mold and plumbing issues.

They will not turn utilities back on for walkthrough. They want me to turn them in and its not my house.

Is this breach of contract by not keeping home maintained in present condition (as of 5 months ago) until closing?

How can I check to see if everything still works with no utilities?
