Refinancing an investment

So for example I purchased a 70,000 house as an investment with a 20% down payment. The surrounding houses is worth 120-150k. So I Fix it up a bit and make it look pretty. Now it's arv is around 120-150k. How soon can I refinance this house to get my down payment back n payoff the initial loan?
