Should you let your buyer's agent know that you'll be paying cash? What are the positives and/or negatives to doing this? Is this mandatory if you only will pay in cash?

Absolutely not, because then my clients getting mortgages will be at a disadvantage relative to you. :P

Serious answer: yes, of course you should. Any agent (with an IQ greater than a potato) is going to qualify you as a client before showing you 20 houses anyways, and that means proof of funds or a mortgage preapproval.
