I lost a short sale and not sure why

So I find a descent house. A short sale. Asking 248k I come in at 230k   Offer refused. House gets foreclosured. 212k owed to the bank. The bank buys it back at a trustee sale for 219 and then sells to another investor for 203. This makes no sense.
