Installing a parking area

Hi all, I have a potential property that has street parking only, but comes with a lot large enough for two car driveway/parking/garage. It's at a desirable area where parking comes at premium. If I get it I'd want to install a parking. My understanding is that the sidewalk and curbs are owned by the city, therefore I would need to work with them first. There is also a tree that needs removed on the city side of the grass. What are your experiences in working with the government to get that type of work done, and the cost/time?

In my case it was the city's engineering dept but I'm sure that varies by municipality.
