Buying an empty lot, then building a multi-family

Hi all! 

I'm reading up some more and doing some digging, but has anyone done this before? Just trying to see what others have experienced with this. 

Scenario: I found a vacant lot, zoned for multi-family residentials. I'm trying to get more info from the county office that is on. The auction ends this Friday, 30 June.
