Chicago downtown apt investment

Is there anyone that has investment experience in Chicago downtown? I have looked up some properties. Apt built within 20 years has lower HOA, more amenities, however tax are pretty high, rental return is maximum 4-5%. Apt older (e.g. built 40 years ago) has higher HOA while tax are lower, rental return may reach 5-6%. Which makes better investment? Chicago downtown apt sales price have exceeded 2007 prices, not sure whether this is good time to enter into market as population in Chicago area is actually reducing. Anyway as I am located in Chicago, I feel right to start first investment in Chicago than out of state. Any thoughts/suggestion are welcome. Thanks.
