Include a buyers letter when making an offer?

I am about to make a low ball offer on a REO property and was wondering if adding a buyers letter makes sense here or not. Here is an example of what to add to such a letter. I'm not even sure if it matters that it is a REO or not, but in general, does it make sense to add a buyers letter to offers for investment properties? It feels to me like this is more for folks that want to buy their dream home...
