Are there stable, liquid and affordable real estate markets in the USA?

I would like to purchase a condo in a multistory building or a small SFR. I will sell the place after living in it for about 2 years. I am not looking to profit – I simply prefer living in my own place rather then renting. My budget is $ 250K (cash).
