Waterfront lot in Hudson, FL

I have a lead on a waterfront (canal)lot ~5200 SF in Hudson Fl.  It currently has a mobile home on it. Based on my conversation with the seller, the mobile home is trashed.  It appears to be zoned 0RMH. It looks like either stilt homes or other types of modular homes can be built in this area.  I typically invest south of Hudson and haven't done anything with building new houses, so I wondered if anyone had any insight on costs of removing the old mobile home, permitting and getting a new home built on the lot.
