Wholesaling tax delinquent properties and preforclosures

I recently came across an idea to go into the sector of wholesaling. I want to specifically deal with pre-foreclosures and tax delinquents. Let's say someone gives me the deed to the pre-foreclosure property. What are the liabilities I am responsible for, what else am I responsible for it if it doesn't . I want to just wholesale the property also help them get into an apartment. Do I have to pay any money or put money down for this to happen? Also instead of going with the deed route, can I put them under contract on the real side the contract to someone else at a fee even though it's of pre-foreclosure or tax delinquent. Thanks in advanced.
