Pre approval for offer

I am first time investor for Flip and Fix.I have problem with getting pre approval letter which i need for offer the property.I have missed already couple property because of unable to present timely.I have contacted some hard money lender . They like to BPO first which take time and like to charge some money.I guess it is not sense without accepted the offer spending for that property.I guess, i am missing some thing in this field.Could any body advice how to get pre approval for Fix and Flip.
