Offers - negotiation

Hello,

I have never made an offer on a property in the US.  In England its very common one offers approx 15% below the asking price whereby in Scotland one bids and generally pays more than the asking price.

What is common there?  Does it vary by State?  How is it in Florida?  I am looking at purchasing a vacation home for myself on the secondary market.    Also who is generally responsible for the closing fees?  I have been told I would need to pay 2%?
