Brrrr strategy question

general question.... newer to investing with a couple of rental properties under our belt...

Been listening to the podcast and hearing about brrr... my question is if you want to do the brrr strategy and refinance after a rehab, is it critical to pay cash up front if you want to refinance and pull cash back out after or can you still finance the property up front?
