Which US cities has the best rent-to-price ratio?

Does anyone know which city has the highest rent-to-price ratio and lowest unoccupied rental ratio? 

Rent-to-price ratio means if a house is purchase for $100K while on a rent of 1000, the rent-to-price ratio is 1%.

Please provide reason, or stat, or personal experience.
