Fire damage Nashville home wholesale

I have located a property in Antioch, TN that has been fire damage and is now just land and a lot needs a total rebuild. I want to try to wholesale the property, pulled the property report and got the value as off now it's around 25k. I don't know what is the best way to go about this since it's a total rebuild would it be worth trying to whole sale it?
