looking to buy multi family in Tucson AZ. Is this a good market? Looking for a cheaper way to get in the game

Looking at the cost of multi-family in Tucson as compared to Phoenix, there are obviously some good deals available. I own properties in both places, though I will say that the property in Phoenix has lower vacancy, higher rent growth, and much more appreciation as compared to my property in Tucson. 

The property in Tucson however has lower overall costs. Not only was it significantly less expensive, but it was newer and in better shape when I bought it. Also I have to pay water/sewer/trash on my property in Phoenix while tenants pay all utilities in Tucson. Phoenix also has a rental property sales tax that they charge while Tucson does not.
