Aquiring a land locked abandon raw property next to my property

I have lived in a rural area with a 10 acre property for 29 years. Their is a strip of landlocked property next to mine I have been using. This land was a lottery land given in 1940 to a Clejan an never been use or never seen owner ( abandon). I have tried contacting the address I got at the assayers office with no replies. The assayer keep saying (If you acquire this land we can add it to what you already own. I know she was trying to tell me something that seemed she wasn't allowed. I live in California. How do I claim this abandon land before a neighbor beats me to it
