Vacant Neighbor's House

My neighbor's house has been vacant for over 10 years when she died. The rumor is the family has been fighting over the property and no one has been living in it since. 

Through a public records search, I found out who owns the property and how much they "have been paying" in taxes on that empty house over the years. 

While I think it would be great to make this my first home. It might be too ambitious of a project for a newbie. I would like to brrr, but I need more information. What information can I collect while waiting on a response to see if the owner even wants to sell it?
