URGENT!!! Need help for After the fact permit

Hi everyone, I have a friend buying a SFR in Gardena, CA (not for investment), includes:

First unit: 3 beds, 1 bath, 1 living room

Back unit: 1 bed, 1 bath, 1 living room

After inspection, she asked the seller to replace the old roof and they agreed. In 2 days, the roof will be finished and she will have to close escrow. 

However escrow officer just sent her a Property Information Report, which is conducted buy the city, to sign. And the report said that the kitchen and the bedroom of the back unit were built without permits. In the past, the back unit was just a guest room. The report also said "Within 120 calendar days, the current legal owner of the property have to provide proof of correcting the violation/ or provide proof that they are working with City of Gardena Officials to remedy the violation."

She asked the agents about the problem. They showed her a permit from the city (just got at the same time with the roof replacement permit), which allowed to install a front door for the back unit. The agents said the city will not give permit for each parts of the unit. Instead they just give the front door permit which are the same with the permit for the whole unit.

Can we trust the agents? How can we verify the information they gave us? In addition, they (her agent and seller's agent) keep pushing her to sign for "Demand to Close" form, while the seller doesn't finish replacing the roof yet.
