Buying foreclosure, rental weatherization compliance

Hi all!

First post, figured I'd start it off with a question I have on a foreclosure I'm buying.  

I put an offer in on a foreclosure SFH, and after a couple back and forths I accepted one of their counteroffers. Several days later as I'm scheduling inspections, my real estate agent told me that there is a rental weatherization stipulation attached to the deed and it can not be transferred to me until the house is inspected and found compliant. I'm guessing the prior owner rented the house out and never had the weatherization inspection done before they foreclosed on the house. My question is, since I'm in contract to buy the house now from the bank that now owns it, is it required by them to satisfy weatherization stipulation? And if the house is not fully up to rental weatherization standards, does the bank have to foot the bill to have the work done before ownership is transferred to me?
