Best Bang for a $40k Buck

I've got about $40k in cash that I would like to tie up into rental income. The neighborhoods that I'm familiar with don't have anything close to this price range. I'd like to buy something outright and not have a mortgage.

Where can I get the best bang for my buck? EG: Property Value vs. Rental Market. I may never visit the property, but preferably it would be in an area where I don't need to travel with a firearm to.

Vegas has SFR properties (3/2's) available in the $40's with due diligence .... cash investors have flocked to the area so will have to put out multiple offers before landing one. Probably expect rental income around $750 a month or lease/option closer to $950.
