Which government office regulate title company?

We cancelled a contract within the dual diligence period and we should get our earnest money back based on contract. The weird thing is this title company in Tampa seems refuse to give our check back. When I called them and always be asked: what is your address and will mail to you? The truth is I gave them few times. And then no my check reach to me week by week. Same city and mail will not take such a long time. Which government department rules this type of issue from title company? Can I directly cancel the check? If you need the name of this title company, PM me. Thanks. Huiping
