In Need of Help with buying empty plots of land.

I ran into a man who owns a solar company, after looking at a potential contract offer of $1000 per acre per year for 30 years, we shook hands and parted ways. There are a couple pieces of land where I live (Mojave Desert) that would easily support a solar farm. The only problem is that I'm broke and I don't own any of that land. Does anyone have any ideas on how to obtain this land through loans, grants, or any other means?
