Wholesaling condo on first deal?

Hello all. Just found a good investment opportunity in a co-op here in miami. It is listed at 130,000 and I am looking to make an offer. The first question is. How do I go about making an offer to bank owned property? Will they frown upon wholesalers? What are the things I should be careful and look out for specifically on condos? And third who should pay for the title search? I have through my brother a healthy stream of investors which I believe positions me in a better position than most wholesalers. I understand the contracts and other concepts for wholesaling but my weakest point is pitch and the info to look for as well as the roles people play such as who pays for title search. Thank you and pardon my ignorance.
