Low ball offer using cash.

Hello everyone! I'm currently considering buying a multi unit property with cash. The property currently has been discounted once also it was under contract, but I have received notice that it's back on the market. This is my first income property purchase and I'm wondering what would be a reasonable offer be given the circumstances. I still have to walk the property tomorrow, but it's currently being rented. Would the 70% rule apply to cash offers? Just a general response would be great! Not knowing the condition of the property. Thanks! Harlan
