Cheap properties in Norwich Connecticut ( under $50000)

Hi,

I saw a bunch of properties on Trulia in Norwich  Connecticut for under $50,000. They are mostly single family 2/3 bedroom and concentrated around the Boswell avenue near downtown. The crime rates are low, and the after some craigslist and zillow searches, the rent to price ratio seems to be just under the 1.5% ,

I am not familiar with Connecticut, so I decided to drive through the area. I was struck by the large number of for sale signs. I also asked some friends in New Haven and they said Norwich is "dying' due to lack of jobs there. 

When I search for low priced properties in CT, I see a few clusters

Waterbusy, Meriden, Norwich, rough parts of New Haven, New Britain

But, I do not see much discussion here on Norwich. 

I would like to know your opinion on Norwich. I am planning to buy all cash, and I was wondering if I can expect some cash flow from there.

My recommendation would be to link up with a licensed realtor in Connecticut that knows the different markets and can breakdown for you what to expect in the different areas you have outlined. They are all unique markets and have sub markets within them that can be good or bad for investing depending on your goals.
