Wooded & No Street Access
Do you consider these type of lots, wooded and no access, a good investment? They are typically sold at lower rates but, the city/county will not create a right of way until you purchase a building permit.

If there's no access, then you probably couldn't get a building permit. Where would you get a 'right of way' from? A neighbor is not going to just give it away. Is it bordering city property and that's why they offer a right of way?
