To Do List for first rental property?

Hi, BiggerPockets. I have my first property under contract in Delaware County and it's scheduled to close on February 10th. Im writing this post to all Delaware County investors. Im interested to know about a generic to do list to do before closings as well as after. Not sure which licenses I need to obtain form the borough. Any information is helpful as this is my first rental property.
