Looking to buy in NYC

So I know someone who is hoping to buy in NYC. Her and her husband are hoping to buy in Harlem, Washington Heights, or Inwood. They're hoping for a 2 bedroom apartment or condo for under 500K. They don't have a large amount saved up for a down payment (less than 10% of 500K) but they're willing to pay up to 3K per month on housing expenses. I see a lot of places have variable maintenance fees for condos which seem to range between 250 and 900 per month which complicates things. They are 28 and have plenty of time to pay off a 30 year mortgage. I suggested the house hacking route with the FHA loan but I don't believe there are a lot of 2-4 unit multi family opportunities in their desired area. Also the husband is a member of the Army Reserves and I believe he is qualified for a VA loan. If anyone thinks of any realistic option that can make these numbers work I would be very appreciative. I am just learning about real estate and I certainly don't know much about the NYC market. Thank you in advance!
