Owner doesn't think they own it.

So I found a house that the owner moved out of around 2012, it has the typical winterization papers on the door and windows and looks like a foreclosed house BUT I went down to the recorders office and nobody besides the owner that left it is on file so then I pulled a quick title search and she is the owner there too with no liens that I can see.

I talked to the neighbor and he said that he contacted her to try to buy it and she said that she thinks USDA owns it now.

My question is how would you approach this? How could I get the title from her if she doesn't think she has it?

This happens often when a foreclosure or BK is filed...the owner assumes the bank took it.  If there is some equity, track her down, explain it to her.  You should be able to find the status of any foreclosure in the county court files.
