Manufactured homes title and registration process

There is a 1977 manufactured home on land and not in a park that I am looking to buy in Pacific County, WA. 

The owner indicates he didn't get a title or registration when he bought it.

Do you still need registration for one that is going to be 40 years old in a few days?

Is there a title for the home if it is on a foundation, or do you need a title at all since it is on land?

What would I need to do to get a title if required?
