Permit Assistance needed

good afternoon, 

I have a property rehabbed and ready for sale, buyer on the hook. in the process of clearing up inspection items found out permit from 10 years ago expired( owner had addition put in). All inspections were done except for final. Permit office says I should be able to negotiate to have inspections completed and closed; however original inspector from 10 years ago is now supervisor and playing hardball. Wants Me to reapply for permit, I have no plans for addition so would have to get engineer to do and then pay for permit for them to "administratively" move approved inspections over. Any advice??? I'm in prince George's Maryland and out of ideas!
