Hiring an Electrician

In the bottom unit of my duplex, the tenant says when he plugs more than one thing into the bedroom, the circuit breaker flips. I looked at the breaker and it requires a lot less force than the others to flip and it looks different than the others, like they ran out of the ones they were using. It’s also a 15V and most of the others are 20V. I’m guessing I need to change it to a 20V. Do I need an electrician to come in or is this something I can learn on YouTube?

I’ve never hired a contractor before. Any idea how much this would cost? Any tips for not getting ripped off? Should I use Angie’s List? Any recommendations in Chicago?
